On 1st June 2010 the Scottish Government, working in collaboration with practitioners in the field, issued the new draft National Child Protection Guidance for consultation conducting a wholescale revision of Protecting Children – A Shared Responsibility: Guidance on Inter-Agency Co-operation. Updating the current guidance documents, originally published more than ten years ago in 1998, the new guidance has been designed to recognise changing knowledge and exposure to risk, expectations of protection as well as the new and updated policy context of Children’s Services.

National Child Protection Guidance: Key Changes

The Scottish Government published the National Guidance for Child Protection in Scotland 2010 on Monday 13th December 2010. Key elements of the revised guidance includes:
  • Introduction of more detailed advice on information sharing and recording
  • Expanding the range of organisations recognised as responsible for child protection, including those working with adults, whilst making clear that protecting children and young people from harm is everyone's responsibility
  • The creation of national time scales for child protection case conferences, making clear these should take place as soon as possible but no later than 21 days from the notification of concern
  • Greater protection of unborn babies by ensuring any child who requires  a child protection plan are placed on the Child Protection Register, helping  ensure information about that child is shared across local authority areas if the mother moves before birth
  • Ending the requirement for professionals to identify a specific category of risk when placing a child on the Register to encourage greater recognition of all the needs and risks involved
